Phased Implementation of Building Information Modeling Technology in Kazakhstan’s Construction Industry: From Concept to Implementation

The implementation of Building Information Modeling (BIM) technology in Kazakhstan’s construction industry is a key direction of digital transformation. This article examines the stages of BIM development in the country, starting from the first initiatives in 2015, the development of the concept in 2017, and up to the updated 2025 Concept for Building Information Modeling Technologies, which aims to overcome implementation barriers and ensure the widespread adoption of BIM in the industry. The study analyzes the main obstacles, such as the shortage of qualified specialists, significant initial investments, insufficient demand from clients, as well as technical and regulatory constraints. A comparative analysis is conducted with global practices, including the experiences of the United Kingdom, Singapore, South Korea, the United States, China, and EU countries, where BIM has become a mandatory technology for government or large-scale construction projects. The article proposes recommendations for accelerating BIM adoption, including economic incentives and market support, the development of educational programs, and the introduction of mandatory BIM specialist certification. The analysis indicates that Kazakhstan is progressing in line with global trends in the phased transition to digital construction technologies; however, comprehensive support from the state is required. The proposed measures can help eliminate existing barriers and accelerate the digital transformation of the country’s construction industry.
