The paper studies the propagation of shear elastic waves in a layer on the basis of a simplified Cosserat model. One of the planes bounding the layer is loaded with inertial mass, the second boundary is fixed. The possibility of the appearance of a localized (surface) wave along the loaded surface of the layer is established. The velocity of wave propagation is determined in the short-wave and long-wave approximations.
