Research on Public-Private Partnership Models in Digital Government Construction

The rapid development of digital government has brought about an escalating demand for financial investment. After the pandemic, local authorities are facing a peak in debt obligations, resulting in considerable fiscal strain. In response, they are seeking collaborations with social capital, innovating in the investment, construction, and operational modalities of projects, and encouraging social capital engagement in digital government construction. This paper systematically analyzes the policy environment and local practices of public-private partnerships in digital government construction, proposing recommendations for advancing the development of digital government through such collaborative endeavors.
