Comparison and Analysis of Modernization and Transformation of Contingency Plan for Sudden-Onset Events in China

With the modernization of China’s emergency management system, contingency plans for sudden- onset events have gradually become one of the key means to improve actual emergency effectiveness. Policy text coding was conducted using Nvivo 15 software. Taking the typical water emergency events of Poyang Lake, China’s largest freshwater lake, and Taihu Lake, the largest shallow lake in China, as examples, the 2005 and 2025 Versions of China’s National Comprehensive Contingency Plans for Sudden-Onset Events are compared and analyzed. This research has found that the modernization of contingency plan for sudden-onset events is primarily driven by optimizing the command system, refining operational mechanisms, and enhancing the management of contingency plans. However, when confronted with actual emergencies, issues arise, such as a lack of coordination between relevant professional technologies and emergency management, as well as asynchronous and delayed data information. By promoting the construction of a dynamic framework for contingency plans management that integrates technology management adaptation and is data synchronization-driven, this paper provides relevant theories and suggestions for the transformation of contingency plans from text iteration to efficiency leap, serving as a reference
