Technical System Construction for Total Factor Library of Management Manual for Shanghai Planning Implementation Platform

At present, with the continuous advancement of urban development, an increasing number of regional overall development projects utilize the planning implementation platform to carry out design control and construction throughout the full life cycle of the project. However, the lack of relevant standards and research leads to some problems in practical projects, such as the unchanged thinking mode of planning management and control, and the lack of unified standards for the preparation of technical documents like the regional master plan and management manual of the planning implementation platform. To this end, this paper will focus on the content and composition of the management manual, clarify its construction logic and content, construct a factor library for this manual, provide references for the application of related projects, and promote the orderly development of project construction and development.
