The paper investigates energy efficiency issues that arise in the operations of the fuel and energy complex within the institutions of the Penal System of the Russian Federation. It focuses on the main consumers of thermal energy, including heat supply systems for industrial and residential facilities. The problems of energy-efficient control of heating devices in the energy sector of the penitentiary department and the main ways of their solution are covered. The methods of designing energy-efficient controllers for increasing the efficiency of energy facilities within the Penitentiary System are considered. The issue of improving energy efficiency is presented in the form of an optimal control problem, for which an analytical solution is developed.
