Methodology of assessment of the effectiveness of scientific-technological modernization of the oil-and-fat industry based on green technologies

The article covers the methodology of assessment of the impact of scientific-technological modernization and describes the advantages and disadvantages of traditional assessment methods. The necessity of improving the methodology for assessing the effectiveness of modernization is scientifically substantiated and an approach based on target evaluation criteria that take into account the factors and directions of modernization is proposed. Unlike the existing methods of modernization assessment, this approach includes the direction of environmental efficiency and the "green economy" factor. The model has been developed after the example of the modernization of fat- and-oil industry enterprises, and It is based on the research of the level of influence of interaction between process participants (enterprise, technological community, scientific, educational institutions, innovation centers), state, investors, consumer (population, food enterprises, organizations) and supplier (raw material suppliers, machine-building enterprises) on the provision of efficiency directions (economic, social, ecological and scientific-technical) in interdependence and integrity. The system of assessment indicators is proposed in the model, and a matrix for assessment of the effectiveness of scientific-technological modernization in terms of directions and participants of the process is developed. The proposed methodology can be used to assess the creation of modernized fat-and-oil clusters in regions based on green technology.
