The article describes the development of the author's methodology for assessing the environmental components in the structure of a comprehensive assessment of regional development. The need to develop a methodology is justified by the principles of budget financing for equalizing the living standards of regions and ensuring their sustainable development. Testing of the methodology shows that the resulting assessment does not always reflect the true causes of deviations, which can cause ineffective use of budget funds. The methodology indicates the strengths and weaknesses of each individual region, and in a structural context, which allows you to see which provisions have a negative impact on the assessment.
