The article presents the principle scheme and software of the intelligent measurement - controldevice that allows determining the efficiency of electricity consumption and the energy efficiency of electrical devices. Mathematical expressions and calibration coefficients of the device for measuringelectrical quantities were calculated. Electronic devices for converting and amplifying analog signals todigital signals were selected and their communication circuits with Arduino microcontroller weredeveloped. Based on the C++ programming language, the software that integrates with the device has beendeveloped. The software determines the efficiency indicators of electricity consumption on 4 interfaces atthe same time. Based on this software tool and device, it was possible to create a control system based oncloud technologies, which allows determining the energy efficiency indicators of a certain area. At the same time Algorithm of the program of regulation of fuel energy resources for the measurement and control system of the efficiency of electric power consumption, and, The Cloud Meters model of the electricity consumption efficiency measurement and monitoring system has been developed.
