This article discusses the use of the DotSpatial library to develop a desktop GIS in Visual Studio using the C# language. The library provides features like memory management, security and exception handling etc. The class library provides the developer with libraries for web application development, user interface design, database connectivity, network connectivity etc. The article describes the main working functions of the software for the information and reference system HydroUZ
