Evaluation of the energy transition policies in China from the perspective of social equity and energy justice: A modified Policy Modelling Consistency Index model approach

This study presents a modified Policy Modelling Consistency index model, and evaluations of selected policies from the point of view of social equity and energy justice, with this model applied. Policy documents with frequent mentions of words closely related to social equity and energy justice are selected, and they show the following features: first, detailed and specific reflections on the previous period; second, the involvement of multiple sectors and stakeholders, integrating industrial development with energy transition of the residential sector; third, the consideration of external factors including changes in the international energy market, global climate change, and unexpected pandemic. This article also provides insights into further research, to evaluate policy implementation and outcomes.
