Sustainable tourism village development through pentahelix collaboration: A pathway to achieving SDGs

This study explores the application of the Pentahelix model in the development of integrated tourism villages in Sidoarjo, focusing on multi-stakeholder collaboration to achieve sustainable tourism and support SDG-8, SDG-11, and SDG-17. Using a descriptive qualitative approach, this study collected data through literature review, policy document analysis, and in-depth interviews with representatives of the five Pentahelix elements in Sidoarjo. Key informants were selected using purposive sampling, and data analysis was conducted using cross-triangulation for validity. The research findings indicate that the Pentahelix facilitates synergy among stakeholders, improves infrastructure efficiency, promotion, and the operational aspects of the tourism village. Sidoarjo possesses unique potential (natural, man-made, historical, cultural, and Lapindo geotourism). However, Pentahelix synergy remains suboptimal due to limited academic involvement and restricted community participation. Enhancing participatory capacity and collaboration will boost local income and strengthen a sense of ownership toward tourist destinations, supporting inclusive and sustainable economic growth aligned with SDG-8, SDG-11, and SDG-17. This study offers a relevant Pentahelix framework for the development of tourism villages in similar regions, provides a replicable model, and enriches the literature on collaborative sustainable tourism strategies aligned with the SDGs.
