Smart Parking in Washington D.C.

This report focuses on Washington D.C.’s smart parking project, a key initiative to address urban parking challenges and align with the city’s smart city vision. It first analyzes four core parking issues in D.C.: high parking costs and unpaid fines (with average hourly parking rates over $20, up to $60, and over $1 billion in unpaid fines as of April 2025), heavy manpower consumption for illegal parking enforcement (222 current officers, 113,000 tickets issued in May 2023), traffic and parking safety hazards (illegal bus lane parking endangering cyclists), and resident-visitor conflicts (due to the Residential Permit Parking program’s 2-hour visitor limit). Finally, it presents a 3-phase implementation plan (pilot, expansion, citywide integration) aligned with policies like Sustainable DC 2.0 and Move DC, and emphasizes stakeholder engagement to drive project success.
