Discussion on Meteorological Disaster Risk Census under the Conditions of Production and Construction Corps and Local Areas

As part of China’s comprehensive natural disaster risk census, the meteorological disaster risk census in Shihezi focuses on identifying major weather-related hazards, assessing regional exposure and vulnerability, and supporting disaster prevention and resilience planning. Under the dual leadership of the Xinjiang Meteorological Bureau and the 8th Division of the Xinjiang Production and Construction Corps, the Shihezi Meteorological Bureau faces significant implementation challenges due to limited infrastructure and technical capacity. To address this, the census adopts integrated methodologies—including field surveys, historical data analysis, and GIS-based modeling—to produce risk classifications and visual maps of hazardprone areas. The findings aim to inform early warning systems, improve agricultural planning, and strengthen local community resilience. By presenting results in clear and accessible language, the census serves as both a scientific assessment and a practical tool for long-term disaster risk reduction in Shihezi.
