The increasingly complex waste problem in Bandar Lampung City demands effective cross-sectoral governance to achieve sustainable development. This study aims to evaluate the implementation of collaborative governance in waste management and examine the potential of the Institutional Collective Action (ICA) approach as a solution to collaborative barriers. The research was conducted using qualitative methods through case studies, data from literature reviews, and in-depth interviews with key actors, such as the Environmental Agency, the Regional Development Planning Agency (Bappeda), NGOs, and the academic community. The results indicate that despite progress in structure and regulations, collaboration still faces challenges in coordination, benefit distribution, and commitment consistency. Evaluating eight collaborative governance indicators reveals weak trust among actors, unequal resource access, and a lack of a structured monitoring system. The ICA perspective provides an analytical framework for understanding and addressing these institutional risks by strengthening integration and collective decisionmaking. Crosssectoral discourse and institutional strengthening are considered crucial for enhancing the resilience of collaborative governance, thereby increasing the effectiveness of waste management and ensuring environmental sustainability. This study contributes to advancing the understanding of how the Institutional Collective Action (ICA) framework enhances collaborative governance effectiveness in local environmental policy implementation, particularly in waste management for sustainable development.
