With the rapid development of urbanization in China, a large number of small towns have emerged. These small towns face problems such as limited resources, backward industries, and aging infrastructure. How to achieve the sustainable development of small towns is crucial for China to implement its sustainable development goals. Based on the status and existing research of small towns, this paper develops a performance evaluation index system encompassing five key dimensions, and employs the evaluation index system, along with the maturity assessment, to appraise the sustainable development of small towns. Applying this process to Tianhuangping Town, the results highlight key areas for improvement and provide targeted suggestions for sustainable growth. Our findings contribute to the understanding of sustainability metrics in small towns and offer practical recommendations for policymakers.
