Taking into account balance reliability in Planning of power system development

The article deals with the peculiarities of the methodology for determining balance reliability indicators and its synthesis given in the new edition of the methodological guidelines for designing the development of power systems of Russia. The analysis of power and electric power balances and the results of balance reliability indicators estimation given in the Scheme and Program of UPS of Russia for 2024-2029 is carried out. It is concluded that the decisions on substantiation of the required generating capacity to ensure balance reliability do not correspond to the new methodological guidelines.
