The current stage of national state formation is characterized by democratization and improvement of the national legal system. In such conditions, special attention is paid to the formation of the legal base of Uzbekistan, taking into account the experience of the world communities. The main vector of the constitutional reform started in Uzbekistan is to ensure the decentralization of national power, which today serves as the main tool for changing social relations and is characterized by the maximum approach of power, management tools and service to every citizen. The global business arena provides great opportunities for healthy competition, new goods and services, and activities aimed at stimulating entrepreneurial initiative. Small business only needs to overcome the technological backwardness, increase the competitiveness of local products, and finally get out of the monopolized, unprofitable economy and oligarchy that everyone is familiar with.
