This paper constructs a carbon emission efficiency evaluation model using the non-expected output SBM model and the Global-Malmquist-Luenberger model to statically and dynamically evaluate the carbon emission efficiency of 69 oil and gas enterprises from 2016 to 2021. The results found that the overall carbon emission efficiency of China's oil and gas enterprises is at a relatively low level, but with an upward trend. The results also show that there are differences in carbon emission efficiency among oil and gas enterprises, and that the carbon emission efficiency of most oil and gas enterprises improves thanks to the improvement of technical efficiency.
