Governing Age-Friendly Infrastructure in Complete Communities: Behavioral Mechanisms and Spatial Equity in Elderly Service Utilization

The willingness to use comprehensive community-based elderly service stations directly impacts their utilization efficiency and service experience. This study integrates the Theory of Planned Behavior (TPB) with Maslow’s Hierarchy of Needs, targeting elderly residents in Qingdao City. Data were collected through questionnaire surveys and analyzed empirically using Partial Least Squares Structural Equation Modeling (PLS-SEM). Results indicate that basic needs, security requirements, and social needs significantly influence usage willingness. Basic needs exert indirect effects through multiple pathways involving behavioral attitudes, subjective norms, and perceived behavioral control. Security requirements affect behavioral attitudes and perceived behavioral control. Social needs influence usage willingness via perceived behavioral control. Facility accessibility positively moderates the relationship between perceived behavioral control and usage willingness. Recommendations include enhancing operational efficiency through service guarantees, safety mechanisms, social functions, and accessibility to inform the development of complete communities and improve the sense of fulfillment among older adults.
