Information technology for environmental pollution control with indicative planning

Abstract
The hierarchical model of pollution control with indicative planning of target environmental indicators in a three-level large-scale ecological system is considered. Responsible top manager (the Center) controls the pollution of this system, learning from the Expert. The system has a subsystem headed by the Subcenter. This subsystem includes production element that produces some pollution. This element is headed by the Contractor. The Center, the Expert, and the Subcenter do not know the minimum possible pollution which can be produce by the production element. Thus, the Contractor can manipulate the element's pollution to obtain better rank from the Subcenter. To avoid this, control of production pollution is developed. Sufficient conditions are found under which the Contractor reduces this pollution. In addition, the Center and the Expert do not know the minimum possible pollution which can be produce by the Subcenter. So, the Subcenter can manipulate a pollution produce in subsystem to obtain better class from the Center. To avoid this, information technology to centralized control pollution with indicative planning is developed. Sufficient conditions are found under which the Subcenter reduces pollution. The example of three-level mechanism with indicative planning of target environmental indicators for ecological control of wagons servicing in Russian Railways is considered.
