Renewable Energy Justice in Rural Indonesia: Legal Strategies for Sustainable and Resilient Development

As Indonesia transitions toward cleaner energy sources, achieving sustainable development in rural regions remains difficult due to persistent legal, infrastructural, and equity challenges. Renewable energy technologies hold significant potential to deliver affordable and clean energy; however, rural communities especially those in remote and underdeveloped areas often face legal marginalization and limited access. This article explores potential reforms to Indonesia’s legal and policy frameworks to advance energy justice and integrate renewable energy into rural development. It addresses two principal research questions: (1) To what extent do current Indonesian laws ensure equitable access to renewable energy in rural areas? and (2) What legal and institutional strategies can foster community-based renewable energy initiatives that promote ecological resilience and empower local populations? Using a qualitative legal methodology grounded in statutory analysis, policy comparison, and case studies, the paper argues that a rights-based, participatory, and decentralized framework is essential for ensuring both sustainability and justice. Findings show that stronger legal harmonization among national energy, environmental, and rural development laws is critical. The study concludes with actionable legal recommendations for achieving fair, resilient, and environmentally sound rural energy governance in Indonesia.
