In many scientific research works, academician L. V. In the form proposed by Kantorovich, based on the mathematical theory of seismic risk, approaches to the application of seismic isolation for public buildings and the evaluation of its effectiveness are proposed. Costs for anti-seismic strengthening and repair work after various strong earthquakes during the life of the building were taken as efficiency criteria. The payment matrix for damage assessment was adopted for non-dense (neskalnyx) plots in relation to model series buildings. Seismic strengthening assessments were conducted for the same buildings. The evaluation of efficiency was carried out both taking into account only economic losses and also taking into account social losses. Within the framework of the regulatory legal framework, all possible options for the manifestation of seismic risk at the construction site were analyzed.
