This study investigates the factors influencing employee performance in the clean water supply service industry, focusing on individual learning and learning culture. Conducted at PT Air Minum Giri Menang (Perseroda) in Mataram City, the research applied a quantitative method using a descriptive-associative approach. Data were gathered through standardized questionnaires distributed to 119 permanent employees holding at least a Diploma degree, selected through purposive sampling. The analysis utilized descriptive statistics and multiple linear regression. The results show that individual learning has a positive and statistically significant effect on employee performance. In contrast, learning culture does not have a significant individual impact, possibly due to limited institutionalization or inconsistent implementation across the organization. However, when both variables are considered simultaneously, they collectively enhance performance. These findings underscore the critical role of individual learning in driving employee outcomes and suggest that efforts to strengthen and internalize an effective learning culture are necessary to fully leverage its potential, particularly within public sector entities such as clean water service providers.
