Sustainable career development for education personnel at state universities with legal entity status: A perspective from the Sustainable Development Goals (SDGs)

This study discusses sustainable career development for educational personnel at State Universities with Legal Entity Status (PTNBH) in Indonesia. The careers of education personnel are a strategic aspect of creating effective, inclusive, and competitive higher education institutions, particularly in their contribution for achieving the Sustainable Development Goals (SDGs), especially SDG 4 (Quality Education) and SDG 16 (Strong Institutions). Although PTNBHs are granted autonomy in human resource management, career development policies for educational personnel remain fragmented and lack a long-term sustainability framework. Using normative legal methods and literature-based policy analysis, this study formulates a conceptual framework for career development that integrates institutional governance with sustainability principles. This study identifies regulatory gaps at both the national and institutional levels and proposes a career development model that emphasizes transparency, competency-based advancement, and inclusive human resource management. These findings contribute to bridging policy and research in higher-education institutional reform and promote more effective, accountable, and inclusive governance practices in line with the 2030 Agenda. The results of this study are expected to serve as a foundation for further empirical research and relevant policy formulation and as a reference for higher-education institutions and policymakers.
